Engineering Background
Mr. Sugita received his undergraduate engineering training at the University of Hawaii, where he earned a Bachelor of Science degree in Civil Engineering in 1963. He commenced his engineering career in 1964 as a civil engineer with the California Division of Bay Toll Crossings in San Francisco, California, where he worked during the summers of 1964 and 1965 on the design team for the superstructure of the San Mateo-Hayward Bridge, crossing San Francisco Bay.
Military
Mr. Sugita trained for the military in the Advanced ROTC program at the University of Hawaii, where he was a Distinguished Military Graduate and qualified for and was offered a Regular Army Commission. Because of his plans to enter law school, he accepted a Reserve Commission instead, and was commissioned a second lieutenant in the U.S. Army in 1963. After graduating from law school, Mr. Sugita entered active military duty in 1966, as a first lieutenant in the U.S. Army Corps of Engineers.
Mr. Sugita received his combat engineering officer's training at Fort Belvoir, Virginia and his government procurement regulations training at the Army Logistics Management Center at Fort Lee, Virginia.
Mr. Sugita's first duty assignment was in military justice, as the Courts and Boards Officer for the Engineer Center Brigade at Fort Belvior, Virginia. He thereafter served as a contracting officer in Vietnam with the First Logistical Command where he was promoted to the rank of captain. He thereafter served as a legal officer with the North Atlantic Division Engineers in New York City. Mr. Sugita was honorably discharged in 1968.
Legal Background
Mr. Sugita earned his Juris Doctor degree in 1966, from the University of California, Hastings College of the Law. He received his training in taxation at the graduate program of New York University School of Law, where he received his Master of Laws (LLM) Degree in Taxation in 1969.
Mr. Sugita's legal career commenced in 1966, when he was admitted to the practice of law in the State of Hawaii. After completing his military justice and military procurement practice while on active duty, Mr. Sugita commenced his civilian legal career in 1969, when he joined the Honolulu law firm of Cades, Schutte, Fleming & Wright. In 1971, Mr. Sugita joined and helped to form the law firm that later was to become Kobayashi, Sugita & Goda.
Mr. Sugita is a member of the American Bar Association and Hawaii State Bar Association. Mr. Sugita has given legal seminars on foreclosures, loan procedures, secured transactions and real estate conveyancing systems.

Mr. Sugita was born August 25, 1940 in Honolulu, Hawaii. He is a member of the Waialae Country Club. To pursue his interest in food and wine, Mr. Sugita is a member of Chaine des Rotisseurs and Conferrie St. Vincente.
